    1946年，改定陶抗日县政府为定陶民主县政府。9月，国民党军队进犯鲁西南解放区，民主县政府暂时转移到黄河以北范县一带。10月返回坚持腹地斗争。1947年7月改金库为县银行，10月民主县政府组建民政委员会（包括民政、司法、公安、交通等部门）和财经委员会（包括财政、工商、银行、粮食等部门）。1948年10月，增设秘书科，撤销民政委员会和财经委员会。1949年1月，民主县政府由城东牛楼迁驻城内，工商局改为工商科，增设硝磺局、税务局、农业科、水利科、卫生科，辖8个区公所。
