    1941年1月，定陶县抗日行政办事处在张圈村成立，宋励华兼主任，郭又新任副主任，设民政、教育、财务、粮食4科，辖田集、乔楼两个区公所。是年9月，抗日行政办事处改为定陶抗日县政府，至1944年办事机构设有财经科、民教科、工商局、交通局和武装科，辖5个区公所。1945年10月，抗日县政府迁驻县城，设7个科、局，辖5个区公所。
