    1986年， 全县有残疾人6万人，占全县总人口的5.35%。1991年7月，建立曹县残
疾人联合会。 全县50处乡镇建立残疾人联合会。 1999年， 每个乡镇残联定编1人。
2009年， 全县共有残疾人78970人，占全县总人口的5.11%。其中盲人11735人，占全
县残疾人总数的14.86%；肢残26115人，占全县残疾人总数的33.07%；听力残疾15920
人， 占全县残疾人总数的20.16%；言语残疾1208人，占全县残疾人总数的1.53%；智
力残疾5275人， 占全县残疾人总数的6.68%；精神残疾5843人，占全县残疾人总数的
7.40%；多重残疾12872人，占全县残疾人总数的16.30%。
