    牡丹区的旅游从业人员主要是行政管理人员，旅游宾馆、景(区)点、旅行社
的旅游服务人员。旅游从业人员规模小、层次低，大多是高中(中专)以下学历，
大专以上学历极少，专业管理人才更是缺乏，管理水平较低。
    中高级管理层包括基层岗位的旅游从业人员整体素质偏低，真正经过专业培
养、训练有素、知识型、研究型的旅游专业人才较少。
