    为积极推进医疗体制配套改革，牡丹区各级医疗机构突出服务意识，以便民、
利民、安民为宗旨，改变坐堂行医的旧模式，组织医护人员走出医院，进入家庭，
1998年2月， 在菏泽地区率先成立了社区卫生服务中心。至2005年，社区卫生服
务范围已发展到4个城区办事处，调查走访居民达85000人次，服务半径6公里。
