    1988年4月， 法院设立行政审判庭，审理公民、法人或者其他组织认为行政
机关或者行政机关工作人员的具体行政行为侵犯其合法权益而提起的行政案件，
俗称"民告官"。
    行政庭设立以来， 共审结行政案件1204件，年结案数量从1989年的4件上升
到2005年的149件， 增长了36倍，其中治安、土地、房屋登记、交通等案件占全
部行政案件的70%以上。
