    1986～2005年，牡丹区信信访部门共受理群众来信来访8526件次，其中来信
2950件、 来访5576起，集体上访2012起74500余人次。问题涉及工资福利、养老
保障、医疗保险、下岗就业、退职退休、城市拆迁、干部违纪、经济纠纷、民事
纠纷、农民负担、土地纠纷、计划生育、环境保护等方方面面的问题。区委、区
政府主要领导共阅批群众来信、 接待群众来访3925件次，占初信初访的69%，及
时妥善解决了群众反映的问题。
