    建国初期，菏泽县有12个区，每4个区设一巡回法庭（高庄、辛集、王浩
屯）、区设一名民政助理员。重大民事纠纷递交法庭，较轻微纠纷由民政助
理员负责调解，1980年建司法局后，逐步建立健全了法制。培训出一批司法
助理员充实到基层单位，加强了民事调解工作。到1982年，各乡镇都配了1名
司法助理员，各行政村和街道均成立了调解委员会。自1981年至1985年涌现
出先进调解委员会131个，先进调解员226人，先进司法助理员12名。几年来
主要开展的工作有婚姻、继承、债务、农田、水利、农机具、家庭邻里等纠
纷，总计22041件。
