    拓展信访工作思路，开设民情民通电话，制定民情直通电话工作流程，实行信访代理协理制度，
构建新的信访工作格局。做好信访稳控工作，特别加强对基层不安定因素的排查，工作前移，早发现、
早介入、早解决，做到群众上访不出街道，全年没有发生一起到区以上集体访。全区信访稳定工作现
场会在街道召开，市信访局组织各县区信访局长及市直部门负责人对街道信访办进行观摩指导。
