    一是开展了罚没收入征缴管理办法改革，由“罚缴分离”改为“票款分离”，对于深化非税收入
管理具有十分重要的意义。二是积极筹措资金，支持和谐社会建设。投入116万元，建设和完善了9个
社区老年活动中心，为老人们提供良好的休闲娱乐场所；投入33万元，用于城市驻地3个街道社区网
站建设； 投入67万元， 用于社区服务中心建设。三是加强票据管理，规范财政票据使用行为。坚持
“专人凭票、限量供票”原则，严格票据供给。坚持票据使用年度检查，重点检查了全区新型农村合
作医疗票据的领用及缴销情况。
