    1971年8月组建临沂地区沂沭河洪水东调指挥部，孙笑生任指挥，刘华南任政委。同年，
参加施工的临沂、 临沭、郯城、莒南等县亦成立相应的指挥机构。1972年5月，临沂地区沂
沭河洪水东调指挥部改名为山东省治淮沂沭河洪水东调指挥部。下设政治处、财供处、工程
处、办公室。
