    1988年12月，开展城镇土地申报登记工作，翌年初，全县国家、集体单位申报587个、宗地925宗，面积851.5万平方米；城镇居民申报7777户、8987宗，面积169.7万平方米。2月，进入地籍调查阶段，对“权属合法、界址清楚、面积准确、无争议、有宗地图”的宗地颁发土地使用证书，建立地籍档案。当年完成调查505宗，占单位申报宗地数的54.6％。
