    1949年，境内人口44.77万人，耕地143万亩，人均占有耕地3.19亩；到1989年，人口增长到83.53万人，而耕地减少到107.71万亩，人均占有耕地减少到1.29亩，而境内土地开发资源不足10万亩。因此，珍惜和合理利用每寸土地，加强对土地的管理，缓解人地矛盾，是一项十分重要和紧迫的任务。1982年6月以前，土地管理工作由民政局兼管，是年6月归农业局管理。1987年8月成立土地管理局，为县政府土地管理的职能部门。到1989年，土地管理局下设办公室、用地科、监察信访科、农房管理站、土地堪测规划站，有干部职工19人。
    1988年，各乡镇设土地管理办公室，配有1名专(兼)职土地助理管理员。
