    1954年，建设科农技站设畜牧兽医组。1955年设立县畜牧兽医站、高里区兽医站。1980年12月建立畜牧局，辖畜牧兽医站，增设畜禽改良站。1984年6月，畜牧局与农业局合并称农牧渔业局。1988年2月设立畜牧服务中心。同年8月，畜牧服务中心改称畜牧局。1989年畜牧系统共有干部职工164人，其中正副局长各1人，专业技术人员110人。
    1988年12月，利用世界银行贷款和国内配套资金，进行畜牧系列开发，成立畜牧业开发公司。至1989年底已建成基础设施。
