    1939年12月，南沂蒙联防办事处成立，设民政科，科长1人。
    1947年，民政科改称优荣科，翌年6月，易名为战勤科。1949年6月，战勤科复称民政科。“文化大革命”初期，县革委成立内务组负责民政工作。1972年改设民政局。1975年3月，县人民武装部退伍军人接待办公室撤销，转业、退伍军人的接待安置工作归民政局。至1989年，民政局下设优抚股、社会股和退伍军人安置办公室、地名办公室，共有工作人员25名。
