    咸丰、同治年间，清政府为镇压太平军、捻军，派员到沂州招募兵勇，费县南部山区穷苦青年多因生活所迫报名参加，称“募勇”；民国初年，石井一带饥民“闯土匪”，在梁邱、山亭一带接受“招安”，遣往湖南长沙张敬尧部，张部兵败后，费籍兵勇陆续潜回本境。
    1946年后，国民党军队进攻山东解放区，抓壮丁补充兵员，同时诱逼青年参加“青年军”和乡、保自卫队等，藉以扩军。
