    1984年实施机构改革之后，各级领导班子的平均年龄大幅度下降，文化程度大幅度提高。1949年～1959年，县、区两级干部具有大专文化程度的仅有24名，1985年仅县直机关领导干部具有大专文化程度的就有80名，中专文化程度的234名。
