    建国前，由于境内交通不便，运输困难，产品交换受到一定影响，致使工农业产品比价悬殊。1938年日军侵占平邑后,物价飞涨,工农业产品之间的比价扩大。
    建国后，国家多次提高农副产品的收购价格，并适当降低了工业品的价格，逐步缩小了工农业产品的剪刀差，工农业产品的交换比价逐步缩小。
