课题专题调研报告《九间棚精神》。启动“培养名师名家和打造精品课题教学科研活动计划”，人人
有课题，人人搞科研，争取用 3～ 5年时间，打造一批“名师名家”，打造一批精品课题，为实现大
规模、高质量的培训工作提供强力保障。实行以奖代补，激发科研积极性。
