    按照“政府建设、统一管理、管办分离、全程监督”的原则，依托县公共资源交易中心，完善县
农交中心建设，在场地、硬件建设方面达到项目交易要求。同时不断整合农业、林业、水利国土、房
管、 金融等部门的相关职能， 与市农村产权交易平台接轨，完善“六统一”的交易管理模式；在镇
（街道）建立“农村综合产权交易服务中心”，负责农村综合产权交易的信息收集、业务咨询、材料
整理等工作，设立了平邑街道、卞桥、白彦、流峪 4个试点镇（街道）；依托全市统一的农村综合产
权交易软件系统，建立市县镇三级交易平台。
