    技工学校招生，经过一年或二年的培训学习，经考试合格，分配工作。招考方式：省统一出题，地区负责阅卷，评定录取名单，张榜公布。1980年至1987年，共有报名考试的待业青年1916人，经考试录取920人，学习结业后，按照学习专业，分配工作。
    另外，从1986年开始，所有城镇待业青年，都采取先培训考试后择优录取的办法，至1987年共培训录取了待业青年580人。
    以师带徒是培养技术力量行之有效的办法，共培养1211人，都成为各行业的业务技术骨干力量。
