    1970年编制了第四个五年国民经济和社会发展计划。其指导思想是：“以农业为基础、以工业为主导”，全面发展经济和社会各项事业，努力实现农业跨“纲要”，工业翻两番的奋斗目标。计划到1975年全县农业总产值达到4988万元，5年平均增长率9.7%。其中粮食总产114000吨，平均年增长8.5%。农田灌溉面积37.91万亩，平均年增长42.7%，旱涝保收稳产高产田32万亩，平均年增长60.5%。化肥施用量14250吨，平均年增长44%。工业总产值1905万元；财政收入429万元，平均年增长5.4%。上述计划，有些指标明显偏高，再加上受江青反革命集团极左路线的干扰，多数指标未能实现。
