    粮油工作主要是公粮征收、储藏、调拨。从抗日战争开始，征集抗日公粮，保证军需民食，到1952年，实行社会粮油收购与销售，平抑市场粮价，安排城乡人民生活。1953年粮油实行计划收购和计划供应后，长期实行统购统销政策，直到1985年改为合同定购，改变了30多年统购统销政策。
