    建国前，除天麻林场、中山寺等庙宇和蒙阴山的林木属公有外，其他林木为私人所有，少数河滩、山场、墓地等林木为村庄、氏族所有。高山、远山多为山主不明的放牧、拾柴场所。建国后，建立了以公有制为基础的国家、集体、个人所有的体制，为林业发展奠定了坚实基础。
