　　1991～1997年，农村宅基地由乡镇审批，报县土地行政主管部门备案。1998～1999年，
改为由乡镇审查，报县政府审批。2000～2008年，在土地利用总体规划确定的城市和村庄、
集镇建设用地规模范围内，为实施土地利用总体规划而将农用地转为建设的用地，按土地利
用年度计划分批次报批。
