    抗日战争期间，抗日民主区政府就设有调解人员，解决民间纠纷。50年代，村设
调解委员会，区设领导小组。“文化大革命”初期，县“公、检、法”被“砸烂”，
实行军事管制，基层人民调解组织随之瘫痪。1973年，人民调解组织恢复，各公社设
司法助理员。1980年12月，调解工作由法院移交司法局管理。1990年底，全县有人民
调解组织1219个，调解员4796人。1981年至1990年，全县共发生各类民间纠纷46520
起，调解41392起，大量的民事纠纷在基层得到解决，避免了矛盾激化，预防了某些
犯罪事件的发生。
