    清代，八旗兵为世袭制，绿营兵为世兵制，勇营、新军为募兵制。清末绿营兵驻扎在
沂州、青州的各营，曾在莒南一带招募过水兵。北洋政府时期，基本上是沿袭清末的
募兵制。国民党政府先后实行募兵制和征兵制，实际上用的是“抓壮丁”的办法。1
938年后，莒南人民在中国共产党的领导下，建立了抗日革命根据地，开始实行志愿
兵役制。从1955年起实行义务兵役制。
