    塘坝蓄水量大于1万立方米，不足10万立方米。莒南县的塘坝建设是从40年代闸
山沟、建谷坊发展起来的，主要分布在山丘地区。塘坝建设主要是在50—60年代大搞
治山治水时期兴建的，70年代“农业学大寨”运动中又有发展，80年代后，纳入小流
域治理工程。塘坝工程由坝体、溢洪道、输水洞组成。有的无输水洞，主要作用是拦
洪截沙，保持水土。到1993年，全县共建塘坝1862座，总蓄水量3489万立方米，有效
灌溉面积6.69万亩。
