    80年代后，文化市场逐步发展繁荣。为了加强社会主义精神文明建设，创造良好的社会舆论环境，1989年成立清理整顿文化市场领导小组，设立办公室和举报电话。当年，共清理书刊门市、摊点141个，收缴书刊3981册、广告图画15张，停止录像点25个，收缴非法录像带8盘，清查磁带、唱片门市部178个，收缴磁带82盒、唱片12张。1991年成立文化市场管理委员会，下设办公室，行使对全县文化市场的管理职责。
