    1940年，抗日民主政权成立之初，成立了以黄杰三为负责人的县优抚救灾委员会。对抗日军属的救济粮，主要是通过向地方开明士绅募捐筹集。解放战争时期，仿照老解放区的标准和方法，对烈军属、复员退伍军人发放优待粮和路费。1950年12月初，中央人民政府内务部公布《革命烈士家属、革命军人家属优待暂行条例》。同年12月21日又公布《革命残废军人优待抚恤暂行条例》。之后，优抚工作走向正规化、制度化。
