    20世纪80年代中期，县工行、农行均办贴现业务。其原则：①以合法商品交易为基础，禁止买空卖空；②贴现票据除向银行办理转帐“贴现”外，不得流通转让；③贴现资金纳入银行信贷计划，受银行管理监督。其范围，主要用于商品推销、赊销交易；用于批发业和零售业间因运输、仓储等需改期付款产品；用于某些高档耐用消费品或新产品推销分期收款等。
    县办贴现期一般3～6月，最长不超过1年。破月按月计算。贴现起点为1000元，贴现率为国家规定，始为月息6厘6，后有升降。
