    1914年（民国3年），县内即有民国交通银行所发之储蓄票，但罕有购买。后军阀混战，民不聊生，储蓄业更难发展。抗日战争间，国民政府先后制定多种储蓄章程，广为宣传储蓄意义，甚至开展“储蓄运动”，举办各种方式储蓄，但仍收效甚微。时在县有“节约建国储蓄”、“工农福利储蓄”、“优待劳工储蓄”、“特种有奖储蓄”等10余种，还建有“节储互助会”等组织，均徒有虚名而已。
    直至县境解放，其间虽国民政府不遗其力倡导储蓄，但终因物价飞涨、民不聊生、信用失却而败北。自愿储存几近于零，强制摊派亦见效甚微。
