    1953年前，农村粮食销售多为市场调节，自由买卖。时贫富有差，粮商囤积居奇，左右粮价，部分受灾农民苦不堪言。1953年，粮食统购统销后，政府取缔私营粮商，由粮食部门统一管理。对受灾乡村，由上级控制统销数字，实行农户自报，村民民主评议，然后确定缺粮户和缺粮数量，再分批供应返销粮，保证其需要。1963年始，对议价购买的粮油实行议价销售。1992年后，粮食充足，粮食销售价格放开，农民可在粮食市场进行交易。
