    自1955年粮食归口管理起，议价粮油收购工作开始在各粮所开展。1978年，随着市场经济的活跃，扩展了营业范围，由在县内乡、村购销延伸到县外、省外。为适应议购业务的不断发展，1984年实行独立核算。
    1980年，粮食部制定了《粮油议购议销试行办法》，郯城县在完成国家征购任务的前提下，大量开展议购议销业务。
