    省政府确定自1990的1月1日起，凡在本省境内起运的公路、水路营业性货物运输，均征收货运建设基金。公路货物运输按每吨公里2分钱计征，统计资料和会计制度不健全的公路运输业户按核定的车辆吨位计缴：汽车（不含特种车、挂车）按每月每吨位45元缴纳；汽车的挂车、拖拉机和其他机动车辆按每月每吨位24元缴纳；21吨以上的特种运输汽车按每月每吨位18元缴纳。1999年度全县征收货运建设基金418万元。
