    清时，县署设税课司，兼管集市有关事宜。民国时期，由商会具体管理工商业和集市。
    1948年9月，县政府工商科成立，除管理集镇市场外，主要任务是对副业生产合作事业进行指导。1949年工商科负责全县的工商管理工作。1956年6月，工商科并入商业局，工商行政管理工作，由商业局商政物价股负责。1957年6月，县市场管理委员会成立，由分管财贸工作的副县长兼任主任。1963年8月，市管会改称“市场物价管理委员会“。1972年6月，工商行政管理局成立，代表县政府参与工商管理。
