    明代嘉靖年间以来，冠县曾11次修纂地方志，为后人留下了丰富的文化遗产。20世纪40年代以后，县先后设置文化馆、图书馆、书店、剧团、档案馆、职工俱乐部及电影、广播电视机构，为促进和繁荣冠县的文化事业起到重要的作用。
    县管理文化的行政机构，1942年为民教科，1949年为文教科，1956年为文化科，1962年为文教局，1969年为县革委政治部文教组，1975年为文教局，1984年7月后为文化局。
