    清代实行募兵制，应募者世袭为兵。雍正年间曾招募乡兵，随募随散。民国初年，军阀混战，乱抓壮丁，兵役无定制。1937年，民国政府实行摊派兵役制，将名额按地亩、人口分到乡，乡按地亩出钱，雇人应征；不久采取“抽签摊派制”，每年一次，按号次由丁壮抽签，中签者当兵；后一度抓人当兵，境内丁壮外逃，有的忍痛自残，以示抗争。
