    清代，行政设置基本承袭明制。县衙设知县1人，统管全县政务。辅佐官员设县丞、典史、主簿、教谕、训导、把总、汛弁等职，分别管理民政、钱粮、户籍、文教、治安等事务。办事机构设刑、兵、户、工、礼、吏6房。1887年（光绪十三年）前，莘县划分为5个乡。其后废乡设里，里下设甲，甲辖若干村，分别置里长、甲长、村长。
