    1929年，成立县法院，县长兼检察官，所有司法公务由县政府兼办。后检察官、书记官改由省高等法院委派，始正式开展检察业务。检察人员对被告、自首或其他有犯罪嫌疑者进行侦察，然后根据案情和证据，应起诉者即制作诉状起诉，不起诉者则依照法律条文制作处分书，分别送达被告及告诉人执行。1937年“七·七”事变后，检察人员撤逃，检察业务中止。
