    建国前，衙门、学校、医院、庙宇、祠堂、教堂等公共建筑，均由使用者管理。
    建国后，各单位对房产均采取自建、自管、自修、自收费的方法，收费标准一般按每平方米月收0.07元计算。私人房产一般为自建、自修、自住。县城及各大集镇主要街道两侧的门面房屋和少数一般住房亦有出租者，其价由房主和租房者商定。
    1987年7月，阳谷县房产管理所成立，工作人员6人。同年在阳谷镇进行公私房产确权发证工作试点。
