    1965年前，乡村建设无规划，居民在各自的宅基地上造房盖屋，故多数村庄街道斜曲狭窄，房屋布局杂乱，呈不规则块状聚落、条状聚落。
    1965年，石门宋村率先进行了宅基规划。70年代初开始田、林、水、路、村统一规划。约45%村镇拓宽、整修了街道，且对村内宅基进行初步规划。70年代末，阎楼乡吴海村、石佛乡陈集村全面规划了新村建设。
    1982年全国第二次农房工作会议后，乡村规划工作逐步在全县范围内推开。1987年底，全县已有857个自然村进行了规划，占自然村总数的80%以上。21个乡镇驻地全部进行了规划，有10%的自然村进行了新村建设。
