    1949年前，贫苦农民中的男劳力多给地主种地扛活，女劳力多在地主家干家务活；土地改革后，男、女劳动力同时参加农田劳动。1958年成立人民公社，男、女青年凡年龄在18周岁至45周岁的劳力均为整劳力，实行同工同酬分配制度。1979年后实行了生产责任制，学科学、用科学受到农民的高度重视，提高了农业劳力的素质。农村剩余劳力办起了养殖、服装加工及建筑、运输等工、副业。到1989年乡镇企业总计263个。
