    清末民初，宁津县无文化行政机构。
    1931年，宁津县国民政府教育局兼管文化工作。
    1938年8月，宁津县建立抗日民主政府。1945年9月，宁津县建立民主政府。直至1953年，均由文教科管理文化工作。
    1954年7月，宁津县建立文化科，设副科长2人，科员2人。1958年1月，文化、教育两科合并为文教局，管理文化工作。“文化大革命”开始后，文教机构无法行施职权。1971年10月，宁津县革命委员会政治部设教育组，兼管文化工作。1976年5月，宁津县革委建立文教局，管理文化工作。1978年8月，宁津县人民政府建立文化局，专管文化工作。1987年，文化局有局长1名、副局长2名、工作人员4名。
