    本县气候干燥，降水偏少，地下水资源贫乏。清代和民国年间的水利工程，多为排涝之急需。解放后，水利事业得到长足发展，先是发展井灌，继之以河补源，井灌、河灌结合，至1985年，全县已有43.08万亩粮田实现了旱能灌，涝能排，大大改变了自然条件。
