    清代，县衙为地方行政总机关。设知县1名，正七品，为县最高行政长官；县丞1名，正八品，辅佐知县掌管粮马、征税、户籍、缉捕诸事，1895年(清光绪二十一年)裁撤；典史1名，掌管稽查检狱囚，1877年(清光绪三年)改称典狱员；教谕、训导各1名，掌管学校诸事，以教逾为主，训导为辅。1905年裁教谕，1907年裁训导。另设警察局和劝学所。
