    民国法院
    1928年（民国17年），国民县政府始设法院，受理诉讼案件。1931年（民国20年），法院改为承审处，由承审员、书记员、缮状员4～5人组成。1939年，日军侵占县境，承审处亦随即灭亡。
    人民法院
    1945年6月，县抗日政府始建司法科，设科长、科员、法警，编制7至9人。至1949年10月，司法科改建为人民法院，设正、副院长、审判员、书记员、法警，编制11人。
