    民事调解原由民政部门负责，1981年移交司法局民事调解股办理。司法局在各乡（镇）设司法助理员，各村队设调解委员会。1984年全县共有调解组织503个，调解人员1299人。1981年共收接纠纷案2268件，调处1929件；1982年收接1466件，调处1261件；1983年收接1651件，调处1637件；1984年收接1188件，调处1122件。
