    1920年至夏津解放，由劝业所、实业局、建设局、第四科管理农业。
    1945年，人民政府由建设科管理农业。1956年，农林科由建设科分出，1957年正式建立农业局。下设棉花原种场、农业经营管理站、农业技术推广站、畜牧兽医站、良种公司、棉花办公室、水产站、植物保护站、能源站、科教工作站、土肥站、土地管理站。农业局负责推广先进科学技术。1984年以后，土地资源由农业局土管站管理，负责非农业生产占用耕地的控制与审批。其审批权限为2.99亩以内。
