    1970年11月17日，根据上级指示成立“平原县防空领导小组”，吴毅光任副组长（无正职），下设办公室。1972年改为平原县人民防空办公室。1978年复称防空领导小组。1978年后解体。
    在毛主席“深挖洞、广积粮、不称霸”的战略思想指导下，平原县人民防空的主要形式是挖防空洞，搞防空袭演习，以备战时防御敌人空袭。平原县共挖防空地道1900米，使用面积2435平方米，战时可容纳4870人防空袭。现防空工事大都废弃。
